Malaysian Muslims Have Been Eating Fake Halal Meat For 40 Years : Officers Received Money & Women For Sex As Bribes For Halal Certification

Senior gov officers responsible in ensuring that halal standards are met, have received money and women for sex as bribes. The meat would be mixed with halal-certified meat & repacked with fake halal logos, then enter the market. Disgusting.

A “meat cartel” that has been operating for the past 40 years has been recently exposed for forging halal documents, distributing fake halal beef, and passing off horse/ kangaroo meat as beef.

Yikes.

How do they operate?

As reported by New Straits Times, the cartel obtains meat from countries such as Canada, Colombia, Ukraine, Uruguay, Spain, and Mexico. The produce comes from non-certified manufacturers.

This process of certification is overlooked by the Department of Islamic Development Malaysia (JAKIM) and the Department of Veterinary Services (DVS).

They buy the meat at up to 50 percent cheaper than the meat from halal certified slaughterhouses and manufacturers.

Upon the meat’s arrival in Malaysia, it gets mixed with certified halal meat.
What was found shocking to many was that the stock brought in includes kangaroo meat, horse meat, and beef.

However, the beef is of a lower quality and often diseased so it can be bought at a much lower price.

How did they get away with it?

According to New Straits Times, corrupt government officers took bribes between US$36 and US$738 (RM150 and RM3,000) to enable the cargo to be released.

As for officers on the ground, many received payouts between US$36 and US$123 (RM150 and RM500) to release each container. It was also reported that in some cases, officers were given women to have sex with.

Once the containers got released, about 25 tonnes of meat were shipped to the cartel’s warehouses where they could be repackaged with fake halal stickers.

The cartel managed to profit from avoiding taxes, duties, as well as the costs involved in the halal-certification process. Their activities have reportedly been going on for 40 years.

It has also come to light that the meat cartel has been operating in Malaysia for over 40 years

Insider sources told New Straits Times in an exclusive report that the syndicate will bribe officers and agencies based at local ports to approve shipments, not knowing whether the products met quality standards and halal requirements.

The goods would then be taken to local warehouses, where they will be repacked with fake halal logos and then mixed with actual halal-certified meat packages to avoid detection.

“As such, by eliminating the halal-certification process, the cartel stands to make a hefty profit,” said the sources.

It was also reported that the meat brought in were often times kangaroo meat, horse meat, and poor quality beef, all sold to unknowing local buyers at attractive low prices.

The Malaysian Quarantine and Inspection Services Department (MAQIS), Malaysian Customs Department, and port police are tasked with going through products that enter Malaysia’s ports before it eventually goes out to consumers.

The Kuala Lumpur Bumiputera Traders and Hawkers Association is asking its members to temporarily stop the sale of beef-based products following the news.

How are Malaysians reacting?

Many social media users were shocked that the meat cartel managed to pull this off for over 40 years now.

Some Muslims felt outraged that their religion was disrespected in such a way.

Mostly, people were disappointed at how this managed to go on for so long and have trouble trusting the meat sources around them now.

Bukit Mertajam MP Steven Sim today stressed the halal meat cartel scandal is not just an issue affecting Muslims.

In a post on his Twitter account, the DAP lawmaker pointed out that the scandal has also raised doubts about the quality and nutrition of food being imported into the country.

“The issue of meat cartels is not just a problem for Muslims. Now, the quality and nutrition of all our food is a question mark,” he said.

“If non-halal meat can enter (Malaysia) due to corruption, is it possible that diseased or contaminated meat can also get through?

“This is what happens when corruption becomes the lifeblood of our society.”

The damning expose of the domestic halal meat industry revolving around systemic and institutional corruption by a cartel comprising foreign exporters with the alleged

connivance of four government agencies is a provocative reminder how entrenched such a culture is in Malaysia.

What’s truly shocking is the corruption not only involves routine or your typical bureaucratic procedures but the Islamic core injunction of halal food, particularly with regards to the prescribed ritual slaughter of meat for consumption by Muslims according to the fundamental tenets of the faith, and to boot violated presumably by government officers who are themselves Muslims.

A double transgression in which the corruptions, and the trickery resulting in Muslims being unaware they were consuming non-halal meat are both strongly prohibited by Islam. What’s more, the cartel had been active for forty years.

Since the 1970s, Malaysia has successfully transformed its halal industry into one of the most established and trusted halal certifications globally.

Along the way, the country has also managed to develop a comprehensive halal food and beverage industry and supply chain, while aggressively taking steps to expand to other sectors, such as travel, cosmetics and financing.

The export value of Malaysian halal products almost tripled in seven years, from RM15.2 billion in 2010 to RM43.3 billion in 2017, contributing about 7.5 per cent of its gross domestic product in 2017.

Sadly, while halal exports have been a big part of the national economy, the country has only taken a small fraction of the global halal market which is now worth an estimated US$2.3 (RM9.3 trillion) trillion a year (excluding Islamic finance) — one of the fastest growing markets in which the global growth is estimated to reach at an annual rate of 20 per cent per annum.

In 2018, Malaysia accounted for only a measly 1 per cent of the global halal demand — proving there are substantial opportunities and room for improvement to develop a transparent and trusted halal hub.

Despite the projected increase in the Muslim population to 30 per cent of the world population by 2050, which is one of the driving factors for the expansion of the industry, the expose on this unholy cartel is indeed a setback to the booming halal industry in Malaysia that does not augur well for the industry here.

Apart from the reactive need to fortify the Malaysian Anti-Corruption Commission (MACC) with more resources, and the Ministry of Agriculture and Food Industry (Mafi) to increase its governance on the issuance of approval permit (AP) for meat importers into Malaysia, given corruption is now a way of life in Malaysia, there is a pressing and proactive need to be ahead of the curve in order to prevent such incident from recurring again.

One proactive measure that should be implemented immediately is for the issuing authorities — in this case Mafi (for issuing the AP) and the Department of Islamic Development (Jakim) for halal certification — to go the blockchain route.

Blockchain technology is a disruptive technology and part of the fourth industrial revolution, which is expected to change the way we work and live. Also known as distributed ledger technology (DLT), it will disrupt too all the devious and cunning strategies of the cartel to achieve their fraudulent objective.

Through smart contracts, DLT could digitally prescribe processes and requirements according to a halal standard, verify halal compliance and enforce the performance of halal supply chains.

A smart contract is a computer protocol intended to digitally facilitate, verify or enforce the negotiation or performance of a contract. Smart contracts allow the performance of credible transactions without third parties.

Because blockchain is a decentralised system that exists between all permitted parties, there’s no need to pay intermediaries (middlemen) and it saves you time and conflict. Although DLT has its problems, it is undeniably faster, cheaper and more secure than traditional systems, which is why banks and governments are turning to them.

When someone requests a transaction, the request is broadcasted to a peer-to-peer (P2P) network consisting of computers, also known as nodes, which validate the transaction and the user’s status using known algorithms.

Once verified, the transaction is combined with other similar previous transactions to create a new block of data for the ledger, which is then added to the existing blockchain, in a way that is permanent and unalterable. The transaction is now complete, while waiting for another transaction.

As an encrypted ledger database, blockchain is almost impossible to hack, making its records or blocks permanently verifiable. As a decentralised system with no single owner, any retroactive changes to a record must be verified by the majority of potentially thousands of “nodes” or members in a chain. Put simply, it is a technology that is secure by design.

Through blockchain technology, a halal network timestamps transactions by hashing them into an ongoing chain of hash-based proof-of-work, forming a record that cannot be changed without redoing the proof-of-work. It is not stored centrally but distributed on many servers throughout the world as cryptographic proof.

Blockchain removes the need for a trusted third party to ensure an independent assessment of the integrity of a product or its network, as the longest chain serves as proof of the sequence of events witnessed.

This technology could enforce end-to-end halal assurance and alignment based on specific halal market requirements, supported by automated smart contracts in its process execution and control. A halal blockchain could provide full transparency of all halal supply chain transactions that have ever been executed.

The blockchain has complete information about the addresses and their supply chain path right from source to the point of consumer purchase, giving the much-needed assurance for Muslims that the “halal-ness” of the food on their table can be traced back through all the locations of the halal supply chains that began with the original halal farm or livestock farm, including the identity of the farmers or livestock breeders.

Blockchains inject trust into a halal supply chain and value chain of a brand owner who would be better able to guarantee halal integrity. They could also be integrated into wide sustainability and corporate responsibility systems to extend the brand market beyond Muslim consumers.

One of the most significant real-world applications of blockchain is data provenance — the documentation of where a piece of data comes from and the processes and methodology by which it was produced. It creates a single, secure chain of custody timeline, designed to be tamper-proof.

The system can be used to provide customers with a ‘story’ about each product, covering materials, locations, processes, ingredients and suppliers, and enables businesses to substantiate claims about their products using real-time data.

With such a system, provenance tracking of where each piece of data comes from and whether it is still up-to-date becomes a breeze.

It is high time Mafi adopts this system in the issuance of its AP for exporters to bring in imported halal meat into the country and rope in other government agencies such as the Royal Malaysian Customs Department, the port police, the Ministry of Domestic Trade and Consumer Affairs, and Jakim to be part of the network in this system of provenance based on blockchain technology.
